Orignal problem fuel gauge never goes to empty, stays at a
quarter full. Customer ran out of fuel a couple of times.
Checked sender spec is close. Empty is about 85 to 90 ohms

Thanks to all who took the time. I attempted to build the compression 1 more time with 15 cc of oil. Still got 30 psi on cranking. Engine would attempt to start on rear rotor but I think it was on it's way out as well. Put the owner in contact with the dealer ...
